Power cuts and disruptions to public services, natural disasters or major emergencies hit public authorities, emergency services and operators of critical infrastructure particularly hard — they must remain operational precisely when public services themselves fail. The Federal Office for Civil Protection and Disaster Assistance (BBK) recommends that critical infrastructure maintain a fuel reserve sufficient for at least 72 hours to ensure emergency power supply, without the need for external refuelling. Operators of critical infrastructure are also obliged under Section 8a of the Federal Critical Infrastructure Act (BSIG) to ensure that an emergency power plan is in place.

The BBK recommends maintaining a fuel reserve sufficient for at least 72 hours without the need for external refuelling.
